The Assessment reports were first prepared as drafts and then discussed with each applicant in a conference call involving CalRecycle, SAIC, the assigned assessor, and the applicant firm. Based on agreements reached in the call, the initial Assessment Report was finalized and approved by both the grantee and CalRecycle Contract Managers. As shown in Table 2 below, the initial approved grantee Service Plans totaled $2,524,693, and were heavily weighted toward marketing services. As discussed under Task 4 below, the initial Service Plan for each grantee was usually revised several times at the request of the grantees, and with CalRecycle approval, during the term of the contract.
