Task 3: Conduct Comprehensive Analysis and Prepare General Business Needs Assessment Objectives: Prepare assessment reports and Service Plans that make best use of TBAP resources, while applying program rules fairly and consistently across all applicants. A cornerstone of the TBAP Program is the independent, comprehensive assessment conducted for all program applicants. The assessment is intended to validate the applicant’s stated needs while providing value through a detailed assessment by a qualified assessor. All firms applying to the program that were deemed eligible received an assessment, with the ultimate goal being to document the need for services, and to reach consensus among the grantee applicant, CalRecycle and the contractor team on priorities for various services to be provided under the TBAP grant. Task 3.1 Prepare Assessment Schedule and Templates SAIC prepared a detailed schedule for the assessment process that was used to help coordinate CalRecycle Staff, subcontractors assigned to conduct assessments and TBAP Grant applicants throughout the process. The assessment process began with submittal of applications on June 1, 2011 and ran through the completion of final assessment reports and initial Service Plans in early September 2011. SAIC also prepared templates for running assessment site visit meetings, and for preparing assessment reports, to ensure consistency. Task 3.1 Deliverables Provided with Final Contract Report: Assessment Site Visit Schedule and Conference Call Schedule Assessment Report Template and Assessment Conference Call Agenda Template Assessment Site Visit Talking Points and Checklist Task 3.2 Conduct Assessment Site Visits and Prepare Assessment Reports Working closely with CalRecycle’s Contract Managers, SAIC conducted a rigorous review of TBAP applicants. First, SAIC summarized key information on applicants in spreadsheets, including type of firm, proposed activities, past and projected use of California tires and other key information that could influence program eligibility, maximum grant amount and/or the applicant’s Assessment and Service Plan. In particular, SAIC conducted significant follow-up with applicants to ensure documentation of past and projected California tire use was clear. SAIC then coordinated site visits to each applicant, and one lead assessor was assigned to each applicant to work with them to develop an Assessment Report and recommended Service Plan to guide assistance provided under TBAP. Each Assessment Report was designed to provide an overview of the applicant firm, their current and planned activities related to the TBAP program and tire recycling market development, and a brief assessment of their management, strategy, operations, sales, marketing and financial condition. Key pieces of each Assessment Report were a statement of the grantee’s and CalRecycle’s objectives under the TBAP Program, and the initial Service Plan intended to guide assistance efforts under TBAP.
