Task 4: Provide Assistance to TBAP Grantees

Objectives: Provide efficient and effective services to TBAP grantees in line with approved Service Plans. Keep CalRecycle Contract Managers apprised and work collaboratively to address issues as they arise. Under Task 4, and again in close coordination with CalRecycle Contract Managers, SAIC coordinated all assistance activities provided to grantees. Most activities were provided by subcontractors under SAIC oversight. All activities were strictly controlled through the Service Plan. In response to requests from grantees, most of the Service Plans were revised (with CalRecycle approval) several times during the contract period. Examples of reasons for requested Service Plan changes include: changes in the firm’s priorities or strategy; grantees becoming aware of new opportunities; consideration of new barriers/circumstances involving the grantees and/or simple changes of mind in which grantees sometimes shifted their focus from one priority to another. As long as requested Service Plan changes were consistent with their overall initial TBAP objectives and assessment, as well as TBAP program rules and policies, the changes were generally approved by CalRecycle, documented along with approvals in a revised Service Plan, and implemented by the SAIC contractor team. Grantees frequently requested, sometimes strongly, that a specific contractor with whom they had prior experience or had been recommended to them, be brought on to the team to provide services. Again, as long as new subcontractors were willing to accept contract terms and provided equal or better value to existing team members, such requests were generally approved. As approved or directed by CalRecycle, SAIC covered some activities directly related to coordinating specific tasks under grantee Service Plans under Task 4, while some of these activities were covered under Task 6 (Reporting), as described below. Table 3 below summarizes the final use of TBAP grant funds for each grantee. CalRecycle and the Contractor Team made every effort to work with grantees to utilize all grant resources available to them; however, as shown in the table, some grantees had budget remaining at the end of the contract. Some grantees received additional assistance outside of their grants related to marketing TDPs to federal agencies and/or to architects, as described below under Task 5.3 and Task 5.4, respectively. The specific types of services and information provided to TBAP grantees is considered confidential, and SAIC is providing to CalRecycle a detailed summary of activities and outcomes (along with deliverables provided to grantees) in a separate, confidential final report package.
