 Created Scrap Tire News to track development in tire and rubber recycling nationwide and globally. Today, the publication is recognized as the leading source of news and information for the tire recycling industry.  Developed the Scrap Tire & Rubber Users Directory – an internationally acclaimed business reference book for the scrap tire recycling industry. The directory is now in its twenty-seventh edition. Created the State Scrap Tire Management Programs manual which was published as a stand-alone report for eight years and still serves as the basis for other state program reports. It covered comprehensive profiles of scrap tire legislation, regulation and market development initiatives in all 50 states. Today, Ms. Sikora analyzes and prepares similar updates for Scrap Tire News, Today’s Tire Industry magazine and other organizations and publications Relevant Project Experience Colorado Waste Tire Market Development Plan (2013-present) Tetra Tech, Inc. under contract to Colorado Department of Public Health and Environment (CDPHE) Denver, Colorado Served as researcher and tire recycling industry analyst under contract with Tetra Tech for preparation and implementation of the Colorado Waste Tire Development Plan. Areas of concentration included current and historical state incentive strategies, market perspectives in Colorado and other selected state programs, tire recycling market case studies, new market trends as well as established market programs. Developed tire recycling training programs, organized training workshops and launched the Colorado Waste Tire Conference, now in its fifth year. Currently, under contract directly with CDPHE for training and educational programs including the Colorado Waste Tire Conference and coordination of the U.S. Scrap Tire Work Group Annual meeting. California Tire Recycling Market Studies (various 2011-2013) SAIC Sacramento, California Served as tire recycling industry analyst and state market programs investigative researcher for several California market studies. This work included identifying the size and scope of incentive programs, grants, technical and marketing assistance programs in California and selected states. One of the key components of this work was an examination of establishing a market incentive program versus other market development instruments. The final product was a comprehensive market report that assessed all aspects of California’s tire market program. It included recommendations for developing new market solutions for California’s waste tire program. Other work under SAIC included analysis of California’s retread market, background work for establishing a feedstock conversion grant program and development of processor and end-user surveys.
