Executive Summary This final report was prepared to document work conducted under The California Department of Resources Recycling and Recovery (CalRecycle) Feedstock Conversion Technical Assistance and Material Testing Services (FCS) Contract (DRR14019), referred to as FCS. It is understood that the information provided in this report is for reporting purposes to CalRecycle. The manufacturers of the commercial products consider the information confidential as it includes proprietary information about the products. The goals of the FCS were to increase sales and expand demand for a different and higher value- added tire-derived product (TDP) by providing technical assistance and material testing services to qualified CalRecycle Tire Incentive Program (TIP) manufacturers that would utilize at least five percent recycled tire-derived material (TDM) to partially replace virgin rubber, plastic, or other raw material (also referred to as “feedstock conversion” ) in the production of a new feedstock conversion product. DKE Enterprises, Inc. (dba DK Enterprises), as the prime contractor, was responsible for managing all contract work, including overseeing a contractor team comprised of 25 businesses and 47 different individuals representing the subcontractors (see list in Acknowledgement section) that agreed to provide services to seven TDP manufacturers. DK Enterprises coordinated 240 tests between seven lab facilities for six of the FCS Manufacturers. In close coordination with the CalRecycle Contract Manager, the contractor team was responsible for implementing the first FCS Program including: identifying and qualifying rubber product manufacturers and TDM suppliers that demonstrated the ability to produce crumb rubber to specifications and in enough quantities for use in the contract. DK Enterprises was responsible for coordinating the appropriate engineering, manufacturing, testing and certification resources to formulate the optimum mix size (mesh) of recycled tire rubber, provide technical assistance to ensure timely production and sale of the TDPs. The contract term was June 15, 2015 – April 1, 2018 and was extended to May 1, 2018 due to the abbreviated period to complete contract work. Table 1 summarizes the tasks and allocated budget completed under the contract. The remaining sections describe work conducted and outcomes for each task in more detail.
