Task 5: TBAP Team Coordination Objectives: Coordinate communication among TBAP contractors, CalRecycle staff and grantees to maximize overall program effectiveness; Provide coordinated assistance across grantees to complement Service Plan activities in select areas to maximize economy of scale benefits; Provide analysis of optional assistance programs for CalRecycle consideration. Task 5 was originally intended to cover coordination activities across the CalRecycle and Contractor team to help keep team members apprised of activities, to provide an opportunity for group discussions, and to ensure that the two TBAP contracts were implemented efficiently. Early in the contract it became apparent that there were several opportunities to complement the assistance being provided to each grantee under Task 4 Service Plans through activities involving two or more firms, or through activities investigating different CalRecycle policies or programs. Because not all funds originally ear marked for service grants were needed to fulfill the Service Plans described under Tasks 3 and 4, funding under the contract was available for such activities. Consequently, CalRecycle directed SAIC to revise the Task 5 work plan several times, eventually Under Task 5.1, SAIC initially facilitated quarterly meetings involving CalRecycle Contract Managers and core subcontractors involved with multiple grantees. However, it became evident that coordination would be more efficient for the SAIC Contract Manager to meet one-on-one or in small groups with subcontractors and the CalRecycle Contract Managers as needed on an informal basis to provide the needed level of coordination of task work. These meetings proved critical in helping team members to understand how one task fits in with another, and to ensure that activities cross-pollinate across the TBAP team. 5.2 Support Processor Service Plans by Updating Best Management Practices for Recovered Wire and Fiber to Maximize Revenue During the assessment process described under Task 3, one grantee suggested that CalRecycle should follow up a 2003 report that analyzed markets for wire and fiber, which are produced as a by-product of the crumb rubber production process. Initially, the objective of this task was to develop best management practices for processors, to help ensure that these by-products are as marketable and valuable as possible. As SAIC researched the topic, however, it became evident that California waste tire processors seemed quite familiar with wire markets and how to obtain information from equipment manufacturers or others about how to produce cleaner, higher value wire products. Some were openly skeptical about the value a CalRecycle report on that topic could provide. Regarding fiber, SAIC learned that three of six California crumb rubber producers were already diverting their fiber to two of four California cement kilns that use tire-derived fuel (TDF), though for no monetary value. (This practice still provides a cost savings since the fiber need not be disposed.) The other three processors were aware of this outlet, but unable to tap it due to long shipping distance or the very small quantity of fiber they produce. As a result of these findings, early in the task, CalRecycle approved a work plan revision which re-focused the task as a market trend analysis to update information on market trends for wire and fiber, and to identify any opportunities, and related barriers, for CalRecycle to strengthen markets, with a focus on fiber. SAIC prepared a report on this topic that identifies some options for CalRecycle consideration. However, one SAIC conclusion is that allocating scarce resources to fiber market development resulting in seven separate sub-tasks under Task 5, as described below. 5.1 Organize and Conduct Quarterly TBAP Team Meetings
