Overview This final report was prepared to document work conducted under CalRecycle’s Tire-Derived Product Business Assistance Program (TBAP), Grants Technical Assistance Contract (DRR 10032, referred to as the Grants Contract below). The goals of the TBAP Grants Contract were to: increase demand for tire-derived products (TDP); strengthen the profitability and business performance of waste tire processors and TDP producers, installers and marketers; and increase and diversify markets for TDPs. SAIC Energy, Environment & Infrastructure LLC (SAIC), as the prime contractor, was responsible for managing all contract work, including overseeing a contractor team comprised of 54 subcontractors (see list in Acknowledgements section). In close coordination with CalRecycle staff, the contractor team was responsible for implementing the fourth grant cycle of the TBAP Program, including: maintaining and revising at CalRecycle direction an approved work plan (Task 1); reaching out to prospective TBAP grantees (Task 2); conducting a detailed assessment and validating the eligibility of applicants (Task 3), and providing a range of services to grantees in accordance with Service Plans approved by CalRecycle and grantees (Task 4). Also, CalRecycle directed SAIC to implement a number of additional activities designed to complement the Service Plans developed for each grantee, under Task 5. The contract term was May 15, 2011 to August 15, 2013. SAIC also served as prime contractor for the TBAP Industry Wide Contract (DRR 10033), which focused on developing technical resources, research projects, outreach and marketing assistance activities to strengthen the TDP industry in California by benefiting one or more industry sectors. A final report on the TBAP Industry Wide Contract is being submitted to CalRecycle separately. Table 1 summarizes the tasks and allocated budget completed under this contract.
